Communities can adopt any of several methodologies for creating a connectivity index. By establishing a requirement for the numbers of intersections relative to the total amount of new road construction, a connectivity index insures a level of interconnectedness without specifying block sizes or configurations (see Handy, Paterson, and Butler, 2003, PAS Report No. 515, APA).
